ENERGY CENTS COALITION -- Working to Promote Affordable Energy for All Minnesotans

Community Shares of Minnesota member Energy CENTS Coalition ("ECC") works to ensure affordable utility service for low and fixed income people, and encourages the participation of low and fixed income citizens in energy issues and energy related decision-making.  ECC is comprised of 37 member organizations statewide, representing the interests of over 515,000 households who live on incomes at or below 50% of the state median income.

ECC administers two affordability programs: Xcel Energy's POWER On Program and CenterPoint Energy's Gas Affordability Program (GAP).

These two programs:

  • Provide the customer with a discount so that a fixed percentage of income goes to the utility bill;
  • Match customer payments payments to retire pre-program past due bills;
  • Put the customer on a fixed monthly payment plan; and
  • Require customers to make a monthly payment on their bill.

ECC also administers an energy conservation program in conjunction with Xcel Energy. This program begins with a comprehensive home energy audit, and then, depending upon identified need, may include:
  • energy efficient furnace and/or water heater replacement;
  • energy efficient refrigerator or freezer replacement;
  • attic and wall insulation;
  • window air conditioner replacement; and
  • compact florescent light bulbs.

The affordability and conservation programs are designed to make utility bills more affordable, to help customers maintain access to essential utility service, and to lower the costs associated with utilities' attempts to collect payments from customers with limited resources.

One-half of ECC's Board is comprised of low-income people and both the Board and members are involved in legislative and regulatory advocacy efforts.
